Position Title: Director, Advancement and Self-Governance Implementation

Location: Tulsa, OK (Remote options will be considered)

Reports to: Executive Director

Status: Full-time

Summary: The Director of Advancement and Self-Governance Implementation will serve as a key partner to the Executive Director and will help SGCETC advance and grow. Specifically, the Director will lead SGCETC’s national training activities and play a critical role in establishing the first of its kind technical assistance center for the implementation of Self-Governance authority. The Director of Advancement and Self-Governance Implementation is also responsible for developing and executing comprehensive fundraising strategies.


Key Responsibilities

Technical Assistance and Training

  • Works closely with the Executive Director to define and establish a Self-Governance Technical Assistance Center that uses innovative approaches for delivering information and assisting Tribal Nations with implementation of Self-Governance authority.
  • Identifies informational gaps and training needs related to the implementation of Self-Determination and Self-Governance authority.
  • Develops and delivers training opportunities related to implementation of Self-Governance authority.
  • Identifies and utilizes innovative approaches for conveying information.
  • Coordinate closely with SGCETC Executive Director, Tribal leadership and Tribal technical leadership, Federal leadership, and committee members serving on Indian Health Service’s Tribal Self-Governance Advisory Committee and the Department of the Interior’s Self-Governance Advisory Committee to assist with implementation of meetings.
  • As part of the SGCETC leadership team, collaborates with the Executive Director and other Directors to organize and draft official responses and comments related to proposed rules and requests for information from federal agencies and Congress.

Development and Advancement

  • Conducts prospect research to identify, cultivate and solicit new opportunities for securing funding to support SGCETC initiatives.
  • Build relationships and foster trust with Tribal leaders and Self-Governance professionals across the country.
  • Directs the completion of all grant and fundraising proposals and reports.
  • Collaborate with the Executive Director to set foundation and advancement strategies.  
  • Other duties as assigned.

Required Experience and Skills

  • At least 5 years of experience working for a Tribal government in a Self-Governance related or adjacent role.
  • At least 2 years of experience with management and development of grant and/or foundation proposals.
  • Strong understanding of key legislation authorizing Self-Governance and Self-Determination authorities, including but not limited to, the Indian Self-Determination and Education Assistance Act, the Farm Bill of 2018, and the FAST Act of 2015.
  • Experience sharing knowledge and conveying information related to implementation of Self-Governance authority.
  • Strong written and oral communication skills. 
  • Must be able to effectively work in a team environment and to build and maintain professional relationships with Tribal and Federal leaders.
  • Knowledge of the roles of federal Tribal advisory committees.
  • Experience assisting with the planning and execution of training events and conferences. 
  • Experience working with Congress on legislation and providing technical assistance.
  • Must be able to lead and implement new initiatives with minimal defined structures.
  • Master’s degree in Tribal governance, public administration, public policy, or related field preferred.
  • Tribal citizenship preferred.
