Presenter: Elliott Milhollin
Elliott Milhollin, Esq. is a partner in the Washington DC office of Hobbs, Straus, Dean & Walker LLP. Elliott represents individual tribes and tribal health care programs as well as national and regional tribal organizations on a variety of Health Care issues involving Medicare, Medicaid, CHIP, the Affordable Care Act and the Indian Self-Determination and Education Assistance Act. Elliott serves as a technical advisor to the Tribal Technical Advisory Group (TTAG) of the Centers for Medicare and Medicaid Services (CMS). He received his J.D. (cum laude) from the University of Wisconsin Law School and graduated with a Bachelor of Arts with High Honors from the University of Michigan.
Co-Presenter: Mim Dixon
Mim Dixon has worked with Tribes and Tribal Organizations as a policy analyst, researcher, facilitator, planner and health care administrator. Dr. Dixon is the author, co-author and/or editor of four books and numerous reports. She serves as a technical advisor to the Tribal Self Governance Advisory Committee (TSAGC) and the Tribal Technical Advisory Group (TTAG) of the Centers for Medicare and Medicaid Services (CMS). She earned her BA in economics from Washington University (St. Louis, MO) and her MA and Ph.D. in anthropology from Northwestern University (Evanston, IL).
Moderator: Cyndi Ferguson
Cyndi Ferguson is a Self-Governance Specialist and Policy Analyst with SENSE Incorporated in Washington, DC. Cyndi has extensive experience, including: management and implementation of Tribal Self Governance in the Bureau of Indian Affairs and the Indian Health Service programs. Cyndi has been a lead presenter on national Tribal Self-Governance Trainings, including the recent Self-Governance Health Care Reform outreach and education efforts surrounding implementation of the Affordable Care Act. She has been an active, long-term participant on several Tribal/Federal Workgroups and currently serves as the facilitator for the National Indian Health Board-Medicare and Medicaid Policy Committee.
